
Utah Governor Spencer Cox, a Republican, raised eyebrows on Tuesday evening when he appeared to endorse the presidential bid of a likely Democratic Party candidate.
Cox joined Pennsylvania Governor Josh Shapiro for a joint interview with CNN, which aired while President Donald Trump was holding an economic rally in Shapiro’s home state. Shapiro has long been considered a likely candidate for the Democratic Party presidential primary in 2028, as he enjoys high approval ratings in a state crucial to the party’s success.
He was also viewed as a finalist to serve as former Vice President Kamala Harris’ running mate before she ultimately selected Minnesota Governor Tim Walz.
During the interview, host Dana Bash addressed Shapiro’s likely candidacy by asking Cox whether he thought his fellow governor would make a good president. “Yeah, I do,” the Republican replied without hesitation.
“I have to tell you, I think… I’m very biased towards governors. I think governors make the best presidents. I just do. I think for this very reason, we always say that potholes aren’t partisan. As governors, we actually have to accomplish stuff. And our system was set up for the states to be laboratories of democracy so that we could learn from each other and steal ideas,” Cox continued.
He went on to note the trend of Americans “voting with their feet” by moving to states that match their preferred politics. “So I’ve been very impressed with what he’s been able to do on the economy with permitting reform, cutting regulation. That sounded like red state stuff and he’s doing it and that’s impressive to me,” Cox said of Shapiro.
“And so yeah, I think there are a lot of governors in this country who would make great presidents and I think he would be one of them.”

The governor’s comments were met with fury from right-wing political commentators and voters, many of whom pointed to his record as a “moderate” Republican.

Cox has indeed clashed with the mainstream Republican base on numerous occasions, most notably by vetoing a ban on gender reassignment surgeries for minors in Utah.
Cox’s skepticism toward President Donald Trump has further distanced him from the MAGA wing of the party. He admitted to not voting for Trump in 2016 or 2020 and has described him as “divisive.”
