A new survey from pollster Quantus Insights has shed light on the policy priorities of Puerto Rican voters and revealed yet another opportunity for President Donald Trump and the Republican Party to further solidify their support among nontraditional voting blocs.

The poll, conducted on October 9 among 512 Puerto Rican voters in Florida, New York, New Jersey, and Pennsylvania, found that 95% rate Puerto Rico’s electrical system as either poor or fair.

More than half — 57% — said they personally know someone affected by blackouts, rising bills, or storm damage linked to the island’s aging infrastructure.

Voters say they want action, and they want it fast. Eighty-three percent believe Trump should make fixing the grid a top priority, while an overwhelming 93% say he should also fire the current oversight board director responsible for managing the system.

After years of bankruptcy and billions spent, frustration has reached a breaking point. Ninety-six percent say they are alarmed that the utility remains bankrupt, and another 96% are concerned about the $2 billion paid to consultants during the process.

Nearly as many — 94% — expressed outrage that the board’s chair reportedly earns $625,000 a year with perks, while 95% said Puerto Rican families should not be stuck paying for the mismanagement.

The political stakes are massive. Half of those surveyed — 50% — said GOP-led reform of the island’s energy system would make them more likely to vote Republican in upcoming elections. The stark results of the poll, which build on previous findings from the Puerto Rico Report, present a major opportunity for Republicans, Quantus says.

“Puerto Rican voters in Florida report higher levels of church attendance and social conservatism than many strategists previously assumed,” Quantus writes. “Their concern for stable governance and infrastructure over ideological branding is evident.”

That shift could prove decisive in states such as Florida and Pennsylvania, where Puerto Rican voters are expected to play a key role in 2026 and beyond.

The overall findings suggest that the territory’s grid crisis is no longer just a utility failure; it has also become a political factor. Trump’s promise to clean house and restore reliability appears to resonate deeply among Puerto Ricans who have grown weary of endless outages.

“These findings should be viewed as part of a broader narrative emerging around Puerto Rican voters in the mainland U.S.—a group that has traditionally leaned Democratic but is increasingly open to alternatives, especially when core issues remain unaddressed,” the pollster concluded.
