The Chicago Police Department ordered officers not to respond after U.S. Customs and Border Protection (CBP) agents were attacked in an ambush-style assault in which agents were forced to open fire on an armed assailant.
Department of Homeland Security (DHS) spokesperson Tricia McLaughlin confirmed Saturday that one of the attackers, identified by prosecutors as Marimar Martinez, was injured by gunfire, and received medical treatment at a local hospital after the shooting, according to prosecutors. She and Anthony Ian Santos Ruiz are accused of using vehicles to ram into a vehicle being driven by ICE Customs and Border Patrol agents in Chicago.
Both individuals were charged with assaulting, impeding and interfering with law enforcement, according to the United States’ Attorney’s Office.
In her initial announcement, McLaughlin claimed that local police were ordered to stand down as federal agents worked to secure the scene. This, DHS said, was done despite the presence of a large and angry mob that was surrounding agents.
An internal police dispatch obtained by Fox News correspondent Bill Melugin appears to confirm the federal government’s account of the incident, and the lack of response from local law enforcement. “Multiple law enforcement sources confirm to [Fox News] that Chicago police officers were instructed by their Chief of Patrol to NOT respond to Border Patrol agents call for help yesterday after they were reportedly surrounded by a large crowd of protesters following a ramming incident & shooting of an armed woman,” Melugin posted on X.
The post included a screenshot from a Chicago Police Department computer-aided dispatch (CAD). The message instructed officers not to respond to the attack and the subsequent shooting, which occurred in Southwest Chicago.
“PLEASE CHIEF OF PATROL NO UNITS WILL RESPOND TO THIS AS RELATED FROM 04-Oc5-2025/12:34:44…CALLER IS 1 OF APPROX 30 ARMED PATROL AGENTS (ICE) WHO ARE BEING SURROUNDED BY A LARGE CROWD OF PEOPLE REQUESTING CPD,” the dispatch message read.

In a statement Sunday, the Chicago Police Department disputed claims that officers failed to respond, claiming that officers were dispatched to the scene in order to manage safety and document the incident. “To clarify misinformation currently circulating, CPD officers did in fact respond to the shooting scene involving federal authorities on Saturday to maintain public safety and traffic control,” the department said.
The department further acknowledged that the investigation into the incident is being led by the FBI. Later that afternoon, police also responded to a separate call involving two hit-and-run crashes targeting federal personnel, the department confirmed.
“The Chicago Police Department will always respond to anyone who is being attacked or is under the threat of physical harm,” the department said. “For incidents involving federal immigration enforcement, CPD supervisors will respond to the scene and determine the appropriate course of action in accordance with City law.”
While speaking with Fox News, two senior Chicago police sources said the department’s statement was blatantly false, adding that internal communications paint the picture of an entire different story. One senior department source said the official statement was “not true,” pointing to “legit” police audio that was circulating online.
“Their statement is COVER THEIR A- – BULLS- -T!! The IRT team was called off while they were en route to handle the shooting—the ETs were told to disregard,” a second “ranking” source told the outlet.
“I’m so irate about it I filed FOIA requests last night,” the second source added. “I have never been more embarrassed to be a former member of this department with the current leadership in place. I feel for the men and women left behind, forced to work under these cowards as their command channel.”
One of the sources also provided guidance for interpreting the dispatch audio, explaining that “999 is the watch commander of the 9th District.”
“Initially, they were going to meet a bit of a distance away from the location, obviously to give proper instructions,” the source said. “Then he got back on and told them not to go… that is the lieutenant. He was obviously given instructions and changed what he initially said from ‘go there’ to ‘do not go there.’”

The source added that officers who had responded to the scene were ordered to leave by dispatch. “The scene was chaotic and they were obviously blocked in,” the source said.
“Trying to intimidate law enforcement will not slow us down,” said FBI Deputy Director Dan Bongino . “The mission will not stop.”
Illinois Governor JB Pritzker tried to deny the attack even took place while speaking with CNN on Sunday .“Well, we don’t have a lot of facts. What happens in these sorts of incidents is typically ICE puts out a press release before anybody else can speak with the press, and then it gets reported on social media and elsewhere,” he told host Jake Tapper.
“So here, it’s really hard to know exactly what the facts are, and they won’t let us access the facts. They are just putting out their propaganda, and then we’ve got to later determine what actually happened,” the governor went on to say.
